Jean Selig: A Muse of Chaos

Anomalous Abilities: Muse. Jean inspires people to plumb the depths of creative chaos.
Biography:
We know very little about Jean Selig. If she knew the extent of her powers, she hid them well from us. It’s possible that she knew about the Charter and took pains to avoid us. We know this: she could never be tracked by our surveillance. We have no records of her until she married Emerson Selig. In fact, had we not been following Emerson, we never would have discovered Jean.
The lack of information about Jean is one of the most shameful failures of this office. Let me be clear: this was the fault of my predecessor, Charter Administrator 94. I am, of course, blameless. He is, of course, languishing in the robot pits.
The prevailing theory about Jean is that she is a muse. That’s our best guess. Jean inspired creative chaos in the lives of her family. Her presence amplified and focused the powers of her husband, her children, and her grandchildren. Because of her the family accomplished things they wouldn’t be able to do otherwise. The family certainly has floundered since her death, and their fragile connections to one another are starting to break down. Some agents see this as the light at the end of the tunnel, but chaos can never be trust

Evidence:
Jean inspired the most notorious incident to come out of the Selig household. When she and Emerson were dating they talked for hours about the harmonic nature of the Multiverse. These discussions inspired Emerson to build the Transducer, a dangerous sonic device he used to resurrect Nimsesku.
That chaos created more chaos. Emerson’s experiment forever changed Lucius, his son. And Lucius would still be confined to his bed today had Jean not intervened. Lucius learned how to travel between dimensions and build new worlds within those dimensions. He abused this gift, creating the Power of Positive Mechanics cult. We only recently put a stop to “Master” Lucius’ atrocious behavior.
Not even Jean’s grandchildren were safe from her meddling. She inspired Lex to take up his grandfather’s studies in esoteric science. Jean played “games” with Morgan that were designed to increase her skills as an empath.
Jean has become a legend around this office. Even though she’s dead, some of our agents suspect that she’s not entirely gone. There is a radio signal surrounding the Selig home. This signal shifts up and down the harmonic frequency, in the same way Jean’s did. We cannot find an origin or a destination for this signal. It covers the Selig home like a fog.
Conclusion: Jean trained this family. She molded them (possibly without their knowledge) into a cell designed to create chaos. At least two of her brood went on to nearly break the universe. There is evidence that she may have encouraged her grandchildren to follow in the family business. It’s extremely lucky for the Charter that she is no longer with us.
At least not in a physical form.
